Executive Director of Multnomah Legal Aid Service from 1977 to 1981. Deputy Director of Multnomah Legal Aid Service: legislative experience and PUC rate case experience. As Staff Attorney he worked for legal services programs in Missouri and for the Massachusetts Law Reform Institute specializing in housing law, urban renewal, freeway location and environment.
