Mediated Rule Making

·       City of Portland - exploring regulatory/programmatic solutions to conflicting demands for sidewalk space via a 15-member task force. The end product was a proposed Sidewalk Management Ordinance dealing with sidewalk cafes, A-boards, vendors, display and news racks.

·       Oregon Dept. of Environmental Quality - a technical clean air task force (21 members representing different interests) to review and make recommendations regarding the implementation of suburban parking ratio reduction primarily for new commercial projects.

·       ODOT 1993 - see above under facilitation – draft access management rule by building internal consensus within ODOT divisions.
