Growth Management

Part of the team with Eco-Northwest & Pacific Rim Resources on "Tools of the Trade" a manual of growth management tools for local governments and "Evaluation of Policies Recommended by the Urban Growth Management Task Group" for Department of Land Conservation and Development (DLCD) Transportation Growth Management Program (June 1995) - responsible for annexation, urban services and intergovernmental agreements.

Assisted Pacific Rim Resources with the City of Ontario and Malheur County Urban Services Agreement (1995).

With Sonny Conder for DLCD Growth Management Study (1991), reviewed annexation and role of special districts, prepared extensive analysis of legal and fiscal capacity of special districts.

With Cogan Sharpe Cogan, financing and development options for 700 suburban acres within Portland's Urban Growth Boundary (UGB). Prepared hearing officer decisions for several METRO UGB adjustments.

  • As Executive Assistant to a Portland City Commissioner of Public Utilities oversaw regulatory streamlining project in 1985-6 coordinating BOB and BOP interactions.

·       ODOT - 1993 consensus seeking on transforming the 1991 Oregon Highway Plan Policies into an Administrative Rule (See also under consulting - produced draft rule)

·       City of Portland - exploring regulatory/programmatic solutions to conflicting demands for sidewalk space via a 15-member task force. The end product was a proposed Sidewalk Management Ordinance dealing with sidewalk cafes, A-boards, vendors, display and news racks.

·       Oregon Dept. of Environmental Quality - a technical clean air task force (21 members representing different interests) to review and make recommendations regarding the implementation of suburban parking ratio reduction primarily for new commercial projects.(Draft Rule proposed)

  • Growth Management:      Part of the team with Eco-Northwest & Pacific Rim Resources on "Tools of the Trade" a manual of growth management tools for local governments.

   Siting:  State Agency Coordination (Ors 197.180) Prepared Siting policy and a SAC­­ program and Rule for the Oregon Dept. of Correc­tions for non-pre-emptive siting of correctional facilities. (two draft rules proposed)Transportation Finance / System Development Charges (SDC):  Drafted and reviewed a number of SDC general and specific ordinances, resolutions and methodologies (See Consulting supra)
