Transportation Finance / System Development Charges (SDC)
- Drafted and reviewed a number of SDC general and specific ordinances, resolutions and methodologies, including:
- Rogue Valley Council of Governments Transportation System Plan (TSP), system development charge (SDC) implementation in Central Point (1994 with DEA);
- Yamhill County TSP/ SDC implementation and finance options revenue (1995 with JRH Transportation);
- Consortium of east Multnomah County and its cities of evaluation and preparation for a street system SDC (1992 with DKS);
- Hearing Examiner in Clark County, WA and other jurisdictions with extensive application of traffic impact fees (TIFs);
- Wrote the Administrative law chapter for the Oregon State Bar Legislative 1991 CLE, including an extensive discussion of SDCs; drafted and reviewed drafts of SDC and impact fees.
- Evaluated or prepared SDCs, including transportation related, for Sherwood, Hillsboro, Washington County; reviewed methodologies for financing Tanner Creek Basin (West Linn) development infrastructure, including SDCs.
