Access Management

With Kristine Williams of Center of Urban Transportation Research wrote NCHRP Synthesis Report 26-06 (1995-6), Land Development Regulations That Promote Access Management (TRB) - responsible for legal chapter dealing with legal authority and takings, which has been reviewed as one of the best references in this area.

As prime contractor for ODOT facilitated Oregon Highway Plan Policies Administrative Rule (1992-3), incorporating the 1991 Oregon Highway Plan (a modal element incorporated into the Oregon Transportation Plan) policies into a proposed draft administrative rule. Policies adapted include: Level of Importance, Level of Service, Access Management, Interchange Policy, Access Permits and Grants. Based on this work, Mr. Forester delivered a paper published in the proceedings of TRB's First National Access Management Conference (August 1993), entitled "Access Management and Land Use Planning in Oregon".

Prime contractor for ODOT on the Oregon Throughway Study (1990), relating to access control planning and management of state highways, police power regulation, land use, permitting, legislative and regulatory analysis and recommendations, economics and costs, safety, comparative systems, eminent domain, "taking" and condemnation. Reports: "Final Report", "Legal Issues: Throughway and Access Control Laws";, "Land Use and Access Control", "Economic Model(s) for Access Control", a revision of ORS Chapter 374. Access management concepts and their relationship to land use planning have been incorporated into Goal 12, TPR and 1991 State Highway Plan.
